According to Miguna Miguna, the Deputy president is not opposing the BBI because it create an all powerful president. And according to the doctor, this is what Ruto wants to be inorder to deal with Raila Odinga and Uhuru Kenyatta.

Miguna Miguna feels that the BBI only empowers one person and thats fraud. He instead feels that a progressive constitution change would devolve the police, taxes and revenue.
‘It is conmanship to claim that #BBIFraud devolves 35% of resources to counties when it gives ONE PERSON more power than EMPEROR NAPOLEON BONAPARTE. A progressive constitutional change would have DEVOLVED @PoliceKE, Taxation and at least 65% of Revenue to the Counties.’
